Fighting For Increase New Choices Waiver - State Capitol

Today I joined Heather, Brittany, and Bobby — executives with the Utah Assisted Living Association (UALA) — at the Utah State Capitol to advocate for increased funding for the New Choices Waiver (NCW).

NCW is a lifeline for low-income seniors, helping them access assisted living, meals, engagement, and the care they need when staying at home is no longer safe.

But there’s a growing challenge: rising costs for housing, food, staffing, and care are outpacing current reimbursement rates. The result? More communities are stepping back. As of 2026, four Utah-based assisted living communities, owned by the same organization, are no longer accepting NCW residents.

Our seniors deserve options that are both safe and sustainable. Supporting the providers who serve them is critical to making that possible.
